I heard that the air temperature coming out of registers should be 16 to 20 degrees lower. Is it lower than outdoor temperature or return air temperature
The expected temperature drop is based on air coming back to the air conditioning unit from the home. It should be measured at the inlet to the unit, usually at your air filter. The air leaving the unit should be 16 to 22 degrees colder than the inlet temperature in normal operation when the inside house temperature is at the approximate normal expected cooling temperature. Very hot days can affect this, however, and it is expected that you may not get this range if it’s excessively hot outdoors. In long periods of excessive heat, your home may not be much more than 25 degrees cooler than the outdoor temperature. I suggest you contact a professional HVAC contractor, such as the ARS/Rescue Rooter branch in Indian Trail, NC at (704) 545-8868, to assist you with proper operation and maintenance of your air conditioning system.
