I need help installing a 3/4 DCVA for my sprinkler system. How would I know if the tech is backflow certified? Will he show me his license?

Your best bet is to call the Washington State Department of Health Office of Drinking Water. They will be able to give you a current list of certified testers. The DCVA, or Double Check Valve Assembly, will protect your water from substances that may pollute but not contaminate the water. For instance, sprinkler/irrigation systems are required to be protected by these devices. They are normally installed near the meter in an underground box. It is important that your tech is backflow certified. Backpressure backflow is backflow caused by a downstream pressure that is greater than the upstream or supply pressure in a public water system or consumer's potable water system. Backpressure can result from an increase in downstream pressure, a reduction in the potable water supply pressure, or a combination of both. Causes of increases in downstream pressure include pumps (such as wells and booster pumps) and temperature increases in boilers, etc. Causes of decreases in downstream pressure are water line flushing, fire fighting, or breaks in water mains. I suggest you contact a professional plumbing contractor, such as ARS/Rescue Rooter in Seattle, at (800) 869-6980.
