I have a split system (heat/ac) and the insulated line from the house to the compressor on the outside is freezing up or has frost on it and the house is not cooling like it normally does. The fan motor and compressor are both running. Could this be a compressor going bad or hopefully maybe something less costly like a capacitor? Also, we have flexible ducts installed in the attic and I did notice that one section seems to have been crushed or collapsed. Would this cause a problem?
Your unit is building ice on the indoor coil as evidenced by the frost on the lines. This can be caused most commonly by either low refrigerant or low system airflow. If the collapsed ductwork in the attic is a major portion of the supply air in your system, then that could be a contributor to the issue. A service technician from a reputable HVAC company, like ARS/Rescue Rooter, would need to perform a service call diagnostic of the system to determine the cause.
